Scope & Content: A manuscript letter from the Home Secretary, Lord Sidmouth, informing Lieutenant Governor Smelt that he has received suggestions from the Duke of Atholl, concerning the internal governance of the Isle of Man; Lord Sidmouth then proceeds to issue the following regulations that Smelt should adopt: firstly, when the Governor is absent from the island, a correct record should be made of any Tynwald proceedings; secondly, that the gaols are to be inspected regularly and particular attention given to the condition of the prisoners; and finally, a proper record is to be kept of the correspondence between Smelt and the Home Secretary; Lord Sidmouth also advises Smelt to continue with any arrangements made concerning the island's military forece, unless circumstances dictate otherwise.
