Scope & Content: A manuscript letter from the Home Secretary, Lord Sidmouth, informing the Duke of Atholl that he has received Lieutenant Governor Smelt's letter of 26 October, courtesy of Henry Hobhouse, concerning the failure of the barley and oat crops on the Isle of Man, which has led to hardships for the 'lower orders of the inhabitants' on the island; he goes on further to state that a number of 'benevolent persons' propose to import a small cargo of foreign grain or flour, from bond in England, and sell without profit to the poor, depending on whether an Order of Council can be obtained; Lord Sidmouth reports that no special order has been able to be granted on this matter, but hopes the price between foreign and British grain will not deter those charitable people from helping the island's poor.
