I would suggest this picture was taken on Saturday 6th June 1896, and is the ceremonial lauch of the new lifeboat which was acquired by Douglas, replacing the previous one which had been destroyed in Douglas Harbour during a south-easterly gale on the night of Saturday 12th January 1895. The new lifeboat shared the same name as the previous one: Civil Service, No. 6. It was built by Messers Rutherford of Birkenhead and was towed across to the Island by the Steam Packet ship RMS Fenella. - Paul Quine Report this
The RMS Fenella can also be seen in the phtotgraph, tied up alongside the Steam Packet Offices - Paul Quine Report this
