Scope & Content: Council for National Academic Awards MPhil dissertation submitted to the Department of Political Studies, Sheffield City Polytechnic. The dissertation covers the structures of the administrative machine and personnel procedures within it. It also analyses the values of the political actors within the system and the various influences which have led to its development. In particular it concentrates upon the predominant feature of the system, that it is a hybrid form displaying characteristics of both British central and local government, explained by reference to the value system of the Manx political elite. It considers the extent to which these values are the result of imitation of British practice and explains why this imitation has occurred. In addition it examines the extent to which this pattern is analagous to that in the developing nations. Through its examination of the concept of hybridity, the thesis contributes to the general body of theory relating to public administration.
