Scope & Content: A manuscript letter from Governor Cochrane, informing the Duke of Atholl on matters concerning remittances to and from the Isle of Man, before reporting that a great number of ships have arrived with rum, and that all the vessels have escaped the 'many privateers [...] that are now upon the seas;' he goes on to inform the Duke that a recent decision by the Court of Chancery has given precedence to 'natives' over 'foreigners' when it comes to the payment of debts, which has alarmed the 'foreign gentlemen;' Cochrane states that as a great deal of the island's trade is conducted by 'foreigners,' it might be necessary to naturalise a number of them, so they are on an equal footing with the 'natives;' the letter concludes with news that the herring fishing continues to bring in a 'great deal of money into the island;' accompanying the letter is a document that provides precedents for the naturalisation of foreigners on the Isle of Man.
