Scope & Content: A manuscript address from the House of Keys to the Duke of Atholl, in his capacity as Governor of the Isle of Man, thanking him for his speech at the Tynwald Court and his 'meritous' conduct as Governor; they also voice their pleasure that a provision has been removed from a Bill of Parliament that would have required the island to raise 162 men to serve in the Royal Navy, which they believe goes some way to recognising the island's right to legislate for itself; the address also provides information on levies already raised on the island for the British Army and Navy during the current war [with France].
