Scope & Content: A file of papers concerning the Duke of Atholl, as Governor of the Isle of Man, and his Council; includes: minutes of proceedings for meetings of the Council; material relating to various Bills, including those concerning high roads and insolvent debtors; and several draft copies of a speech given by the Duke before the Council, regarding the Bankers Act, which contain criticisms towards the banks owned by John Holmes, Llewellyn McWhannell and others; there are also papers relating to the Manx constitution and the roles and duties of various civil offices and courts, and a letter from McWhannell to the Duke, requesting a renewal of his banking licence; the majority of items are dated between 1813 and 1824.
