Scope & Content: The address acknowledges the services of the two men, appointed by the Keys on 6 July 1852, who formed a deputation to proceed to London to confer and negotiate with Her Majesty's Government on certain contemplated alterations in the customs duties and regulations of the Isle of Man.
Noting the significance of proposed fiscal changes, the signatories congratulate Dumbell and Callister on their return after an absence of nearly five weeks, 'occupied in a matter deeply affecting the interests of the people - the prosperity - and the constitutional rights and privileges of this Island.'
