He could see Connister Rock, which proved to be the undoing of many a ship. A year later he called a meeting in London, and the National Lifeboat Institution was formed, to be supported by voluntary donations and subscriptions The Tower of Refuge was built on the reef of Connister Rock, built by Jon Welsh and the first stone being laid by Sir William and Lady Hillary in 1832.
